Clinton Police Department
Arrests:
On August 23, 2018 Clinton Police arrested Kellie B. Borland, 28, Clinton for driving while license suspended. Borland was transported to the Dewitt County Jail where she was turned over to corrections personnel pending the posting of bond.

Elizabeth Miller, 21 San Marcos, CA was issued a citation for Speeding 26 to 34 mph over limit. Miller was given a Notice to Appear and was released.
Craig Smith, 30 Decatur, was issued a citation for Speeding (85 in a 65 mph zone). Smith was given a Notice to Appear and was released.
Lovell Houston Jr. 19 Joliet, was issued a citation for Speeding (78 mph in a 55 mph zone). Houston was given a Notice to Appear and was released.
Tayler Burke, 18, Clinton was arrested and charged with Operating Uninsured Vehicle and Driving While Vehicle Suspended. Burke posted the necessary bond and was released.
Gregory Earl, 32, Phoenix Ariz., was arrested and charged with Receive/Poss/Sell Stolen Veh; Crim Tresp to Res/Pers Present; Theft/Unauthd Con/<$500; Burglary and Disorderly Conduct. Earl was also issued citations for Disobeying Traffic Control Device, No Valid Driver’s License, and using an Electronic Comm Device while Driving. Earl, being unable to post the necessary bond, remains incarcerated.
Fred Phillips, 53, Decatur, was issued a citation for Illegal Transportation of Alcohol. Phillips was given a Notice to Appear and was released.
Michael West, 59, Decatur, was arrested and charged with Operating Uninsured Vehicle and Driving While License Suspended. West posted the necessary bond and was released.
Nathaniel Hofer, 31, Lincoln, was issued a citation for Operating Uninsured Vehicle. Hofer was given a Notice to Appear and was released.
Jada Rhodes, 22, Springfield, was issued a citation for Speeding (68 mph in a 45 mph zone). Rhodes was given a Notice to Appear and was released.
Mark Mandrell, 25, Clinton was issued a citation for Speeding (88 mph in a 65 mph zone). Mandrell was given a Notice to Appear and was released.
Collette Phillips, 51, Decatur, was issued a citation for Operating Uninsured vehicle. Phillips was given a Notice to Appear and was released.
Katelyn Caruth, 26, Rockford, was issued citations for Speeding (88 mph in a 65 mph zone) and Child Under 8 Years of Age Not in Booster Seat. Caruth was given a Notice to Appear and was released.
Kobe Harris, 20, Bloomington, was arrested and charged with Driving on Suspended License. Harris posted the necessary bond and was released.
Anthony Grampsas, 18, Decatur was arrested on charged with Contempt of Court. Grampsas posted the necessary bond and was released.
Deshaun Franklin, 32, Decatur was arrested and charged with Driving on Suspended License, and Operating an Uninsured Vehicle. Franklin posted the necessary bond and was released.
Koebe Harris, 20, Bloomington was arrested and charged with Operating an Uninsured Vehicle, Speeding (70 mph in a 55 mph zone) and Driving while license Suspended. Harris posted the necessary bond and was released.
Elizabeth Johnson, 37, Decatur was arrested on a DeWitt County Warrant charging her with Possession of Controlled Substance/Failure to Appear. Johnson, being unable to post the necessary bond remains incarcerated.
Ross Thomas, 27, Clinton was arrested on a DeWitt County Warrant charging him with Driving Under Influence of Alcohol/Failure to appear. Thomas posted the necessary bond and was released.
Clay Stauffer, 46, Clinton was issued a citation for speeding (65 mph in a 45 mph zone). Stauffer was given a Notice to Appear and was released.
All suspects are presumed innocent until found guilty in a court of law.
